When a department, by the head thereof, or by a person designated by him.\nb.  When an institution, by a majority of the board of managers or trustees  thereof, or by a person designated for that purpose by the board of managers or  trustees.\nc.  When a board, commission or committee, by the president or chairman thereof or by a person designated by such board, commission or committee.\nd.
