Stat. § 52:27B-37","heading":"Designation of officer to approve encumbrance requests and statements of indebtedness;  investigations by commissioner;  warrants","body":"Each department, commission, committee, official, board or body of any institution or organization of the State shall designate the proper officer who  shall approve and sign all encumbrance requests and statements of indebtedness.   The designation shall be filed in the office of the commissioner;  and the  requests and statements of indebtedness shall be presented to the  commissioner.\nThe commissioner shall examine, audit and adjust all encumbrances and statements of indebtedness so presented.
