All areas of this State are protected by a uniform, minimum, fire safety  code which will protect the lives and property of the State's citizens.\nb.  Uniform, thorough and adequately funded fire safety inspections protect  the public whenever buildings which pose a serious life safety hazard are  found.\nc.
