Stat. § 52:27D-401","heading":"Powers of community action agency","body":"A community action agency shall have the following powers:\na.   To adopt bylaws;\nb.   To implement and administer community action programs;\nc.   To enter into any agreement or contract with any public, private nonprofit or profit-making agency or organization to assist in fulfilling the agency's purposes and functions;\nd.   To receive and accept, from any public or private source, funds or real or personal property;\ne.   To appoint and employ personnel as deemed necessary;\nf.   To transfer funds and delegate powers to other organizations or agencies, as permitted by its community action board;\ng.   To carry out any requirement or power permitted by federal law; and\nh.
