The commissioner is hereby authorized to make and promulgate, pursuant to the \"Administrative Procedure Act,\" P.L.1968, c.410 (C.52:14B-1 et seq.), all regulations necessary to carry out  P.L.1995, c.120 (C.55:13A-7.12 et seq.), including, but not limited to, regulations regarding the design, construction, and installation of window guards.  The commissioner shall promulgate model forms and lease provisions for the notices required to be provided pursuant to P.L.1995, c.120 (C.55:13A-7.12 et seq.) and specifications for inspections and log-keeping requirements.\nb.\tThe commissioner shall establish guidelines for orientation programs designed to educate tenants about the safe use and manipulation of window guards and their rights concerning child-protection window guards pursuant to P.L.1995, c.120 (C.55:13A-7.12 et seq.) and ensure that an orientation program is offered annually prior to March 1 of each year in the following:\n(1)\tevery multiple dwelling of at least four stories in height which was built with public funds or public assistance, or financed, in whole or in part, by a loan guaranteed or insured by the federal government or any agency thereof, including the allocation of low-income tax credits; and\n(2)\tevery multiple dwelling of at least four stories in height in which a recipient of State or federal rental assistance resides.\nNotice of the orientation program shall be posted in appropriate common areas of the building at least two weeks prior to the date of the program.\nL.1995,c.120,s.5; amended 2006, c.55, s.5.","path":["TITLE 55 TENEMENT HOUSES AND PUBLIC HOUSING"],"source_url":"https://pub.njleg.state.nj.us/statutes/STATUTES-TEXT.zip","current_through":"P.L.2025, c.405, and J.R.22","vintage":"","retrieved_at":"2026-08-27T17:54:13Z","sha256":"8a51dd4381c4c51968833d0d91ac8a84d187fc0ffcebf6426c9a9894b8a7e674","source_id":"us-nj","stale":true,"prev":"us-nj/n.j.-stat.-55-13a-7.15","next":"us-nj/n.j.-stat.-55-13a-7.17"},"notice":"GroundRules: Original legal text.
