Stat. § App.A:4-69","heading":"Certification, indorsement or consent of Local Government Board","body":"Any certification, indorsement or consent of the Local Government Board may  be made on any such resolution by a majority of the members thereof or may be  made by the secretary pursuant to its direction and on its behalf.
