A producer who wants to qualify for a preference shall submit an application to the oil conservation division. This application shall contain:\n(1) the name and address of the producer;\n(2) the location of the project for which the producer seeks the state carbon dioxide;\n(3) a description, including ownership, of all lands which are to be included within the project for which the carbon dioxide is sought;\n(4) a description of the enhanced recovery project in sufficient detail to demonstrate the feasibility of the project and the need for the carbon dioxide; and\n(5) such other information as the commissioner of public lands may by regulation require.\nB. A refiner who wants to qualify for a preference shall submit an application to the oil conservation division.
