The mayor of a municipality is the presiding officer of the governing body and shall constitute a member of the governing body for purposes of determining whether a quorum exists.\nB. In all municipalities, the mayor shall vote only when there is a tie vote between members of a governing body; provided that the mayor is vested with the authority to break a tie vote in all circumstances, including matters requiring an affirmative vote of a supermajority of members of the governing body.\nC.
