A municipality, within and without the municipal boundary, may:\n(1) acquire water facilities that may include but are not limited to:\n(a) wells, cisterns and reservoirs;\n(b) distribution pipes and ditches;\n(c) pumps;\n(d) rights of way;\n(e) water treatment plants; and\n(f) their necessary appurtenances; and\n(2) use and supply water for:\n(a) sewer purposes;\n(b) private use; and\n(c) public use.\nB.
