For the registration of motorcycles, the department shall collect the following fees for a twelve-month registration period:\n(1) for a motorcycle having not more than two wheels in contact with the ground, twenty dollars ($20.00); and\n(2) for a motorcycle having three wheels in contact with the ground or having a sidecar, twenty dollars ($20.00).\nB.
