Any qualified elector who desires to become a candidate for election as a member of a conservancy district board of directors shall file a written notice of candidacy with the secretary of the board at least twenty days before the election.\nB. A notice for candidacy shall state:\n(1) the candidate's name and address; and\n(2) the numerical designation of the office position on the board for which the person desires to be a candidate.\nC.
