The \"recycling, circular economy and illegal dumping alliance\" is created and is composed of one member from each of the following:\n(1) state government;\n(2) local government;\n(3) a solid waste authority;\n(4) an industry waste generator;\n(5) a tribal government;\n(6) a nonprofit organization;\n(7) a recycling company;\n(8) a retailer;\n(9) an agricultural producer;\n(10) a soil and water conservation district;\n(11) a waste management company; and\n(12) the public at large.\nB. The secretary shall appoint members of the alliance to serve two-year terms as volunteers with no compensation from the state.\nC. The alliance shall:\n(1) develop strategies to increase recycling, foster the circular economy and decrease illegal dumping in New Mexico;\n(2) create a state circular economy plan, as a component of the New Mexico solid waste management plan, to establish programs and goals and update the plans every three years to measure progress and modify strategies; and\n(3) review and make recommendations for funding grant applications from the recycling and illegal dumping fund.","path":["Chapter 74 - Environmental Improvement","ARTICLE 13 Recycling, Circular Economy and Illegal Dumping"],"source_url":"https://nmonesource.com/nmos/nmsa-unanno/en/item/18577/index.do","current_through":"2026-07-01","vintage":"","retrieved_at":"2026-09-03T15:02:20Z","sha256":"411ace9eb722dacdf57256e97c2d6ce10e2cf49a107de77f0fd863488a58e950","source_id":"us-nm","stale":false,"prev":"us-nm/74-13-6","next":"us-nm/74-13-8"},"notice":"GroundRules: Original legal text.
