{"data":{"id":"us-nm/9-15f-4","jurisdiction":"us-nm","citation":"9-15F-4","heading":"Trade port projects; criteria for approval.","body":"For all proposed trade port projects, in deciding whether to approve a proposed grant, loan and public-private partnership agreement, the secretary shall consider at least the following criteria:\nA. the extent to which the proposed trade port project will further the development of a trade port;\nB. whether the proposed trade port project complies with state and federal infrastructure planning;\nC. the cost-effectiveness and financial feasibility of the proposed trade port project;\nD. the net environmental impact of the proposed trade port project;\nE. the technological feasibility of the proposed trade port project and the ability of the private partners and public partners to successfully implement the proposed trade port project;\nF. the capacity of the public or private partner to manage the trade port project to completion, including the financial resources to satisfy any funding match requirements;\nG. the projected time frame for completion of the proposed trade port project;\nH. the potential qualification of the proposed trade port project for state and federal grants, loans and tax incentives;\nI. the projected impact of the proposed trade port project on economic development within the state and relevant municipalities and counties; and\nJ. the possibility of state investment in the proposed trade port project pursuant to Section 7-27-5.15 NMSA 1978.","path":["Chapter 9 - Executive Department","ARTICLE 15F Trade Ports Development"],"source_url":"https://nmonesource.com/nmos/nmsa-unanno/en/item/18509/index.do","current_through":"2026-07-01","vintage":"","retrieved_at":"2026-09-03T15:02:19Z","sha256":"861ec503380bca74d9074dbbe04f3ee490c64454130c9a5bf17c5e6093ab96fc","source_id":"us-nm","stale":false,"prev":"us-nm/9-15f-3","next":"us-nm/9-15f-5"},"notice":"GroundRules: Original legal text.
