Means a condition previously referred to as “mental retardation,” “mentally retarded” and any variation of that term;\n2. Has the same meaning as a condition previously referred to as “mental retardation,” “mentally retarded” and any variation of that term with respect to rights and responsibilities of persons with such a condition and eligibility or qualification of persons with such a condition for any program, benefit or otherwise; and\n3.
