The Administrator shall adopt regulations to carry out the provisions of this chapter.\n2. To carry out the provisions of this chapter, the Administrator may, upon receiving a complaint alleging a violation of this chapter or any regulation adopted pursuant thereto:\n(a) Issue subpoenas for the production of books, papers and documents which are strictly relevant to the complaint;\n(b) Mediate grievances between landlords and tenants of manufactured home parks; and\n(c) Make inspections and provide technical services necessary to administer the provisions of this chapter.\n3.
