Except as otherwise provided in chapter 125E of NRS and NRS 127B.320, 127B.340, 127B.400 and 127B.460 to 127B.500, inclusive, a child of whom this State:\n(a) Is the home state on the date of the commencement of the proceeding; or\n(b) Was the home state within 6 months before the commencement of the proceeding,\nÊ may not be adopted except upon an order of a district court in this State.\n2.
