The following agencies may accept relinquishments for adoption of children from parents and guardians in this State:\n(a) An agency which provides child welfare services in its own capacity or on behalf of a child-placing agency authorized under the laws of another state to accept relinquishments and make placements; or\n(b) A child-placing agency licensed by the Division.\n2. The following agencies may consent to the adoption of children in this State:\n(a) An agency which provides child welfare services to which the child has been relinquished for adoption;\n(b) A child-placing agency licensed by the Division, to whom the child has been relinquished for adoption; or\n(c) Any child-placing agency authorized under the laws of another state to accept relinquishments and make placements, to whom the child has been relinquished or otherwise approved for adoption in this State.\n3.
