Is a qualified elector;\n2. Has been an actual, as opposed to constructive, citizen resident of this State for 1 year next preceding the person’s election or appointment;\n3. At the time of election or appointment, has attained the age of 21 years;\n4. Is registered to vote in the district the office represents; and\n5.
