On or before October 1 of each year, the Division shall submit a written report to:\n(a) The Governor; and\n(b) The Director of the Legislative Counsel Bureau for transmittal to:\n(1) The Interim Finance Committee in an odd-numbered year; or\n(2) The next regular session of the Legislature in an even-numbered year.\n2.
