The Governor shall approve an application made pursuant to NRS 237A.060 and certify a trade district if:\n(a) All of the requirements imposed by federal law for the establishment and administration of such a district are met;\n(b) The application and certification comply with the applicable provisions of the law of this State; and\n(c) The welfare of this State is advanced by the certification of such a district.\n2.
