Unless the designation is expressly authorized by the legal authority pursuant to which a public body was created:\n(a) The public body may not designate a person to attend a meeting of the public body in the place of a member of the public body; and\n(b) A member of the public body may not designate a person to attend a meeting of the public body in his or her place.\n2. Any authorized designation must be made in writing or made on the record at a meeting of the public body.\n3.
