If a committee of five qualified electors wishes to organize an incorporated city, it may file a notice to incorporate with the county clerk of the county in which the city proposed to be incorporated is located.\n2. The notice to incorporate must include:\n(a) A copy of the petition for incorporation which will be circulated; and\n(b) An affidavit signed by each member of the committee.\n3.
