During the absence or disability of the mayor:\n(a) In a city of population category one that is divided into wards, the council member at large shall act as mayor pro tem.\n(b) In all other cities incorporated pursuant to this chapter, the city council shall, by ordinance or resolution, provide for the appointment of one of its members as mayor pro tem.\n2.
