[Effective through June 30, 2032.]","body":"1. In a county in which a qualified project is located, the commission may acquire, construct, improve, maintain and operate or contract for the construction or operation of a project to provide freight rail service in relation to the qualified project.\n2. To carry out a project described in subsection 1, the commission may:\n(a) Enter into agreements with an agency of any state or political subdivision thereof, or the Federal Government;\n(b) Receive and disburse funds from an agency of this State or any other source;\n(c) In addition to the agreements authorized by paragraph (a), enter into rail access agreements, construction contracts, maintenance agreements and other similar agreements with any person authorizing or regulating use, operation, construction and maintenance of the freight rail service, including, without limitation, any arrangements for payment of fees or costs related to such use, operation and maintenance;\n(d) Acquire real and personal property by purchase, lease, easement or other means appropriate to a freight rail service; and\n(e) Adopt regulations governing the use, operation and maintenance of the freight rail service.\n3.
