In a county whose population is 700,000 or more, the commission shall cooperate with the local air pollution control board in the county in which it is located to:\n(a) Ensure that the plans, policies and programs adopted by each of them are consistent to the greatest extent practicable.\n(b) Establish and carry out a program of integrated, long-range planning that conserves the economic, financial and natural resources of the region and supports a common vision of desired future conditions.\n2. Before adopting or amending a plan, policy or program, the commission must consult with the local air pollution control board.\n3.
