Set forth procedures by which the city or county will review an application for a plan, which must include, without limitation, procedures by which the city or county will review an application for a plan which calls for development over a period of years;\n3. Set forth procedures by which the city or county will review and process an application to modify, remove or release any provision of the plan pursuant to NRS 278A.410; and\n4.
