The Secretary of State shall adopt regulations for conducting a risk-limiting audit of an election, which may include, without limitation:\n(a) Procedures to conduct a risk-limiting audit;\n(b) Criteria for which elections must be audited; and\n(c) Criteria to determine the scope of the risk-limiting audit.\n2. In accordance with the regulations adopted by the Secretary of State pursuant to this section, each county clerk shall conduct a risk-limiting audit of the results of an election.\n3.
