Each county and city clerk shall establish procedures, approved by the Secretary of State, for:\n(a) Carrying out final verification to verify and determine whether a person who cast a provisional ballot was qualified to register to vote and to cast the ballot in the election; and\n(b) Keeping each provisional ballot separate from other ballots until such final verification.\n2.
