The payment of prevailing wages to workers on public works projects that are funded in whole or in part by public money is essential to:\n(a) The economic well-being of this State;\n(b) Increasing the number of skilled construction workers in this State;\n(c) Enhancing the workforce in this State; and\n(d) Increasing redevelopment opportunities in this State.\n2.
