The State Board shall prescribe minimum standards for the special education of gifted and talented pupils.\n2. The minimum standards prescribed by the State Board pursuant to subsection 1 must include standards for programs of instruction or special services maintained for the purpose of serving pupils with gifted and talented abilities.\n3.
