The rules must provide:\n1. For the creation of a school council;\n2. For the involvement of parents and other members of the community on and with the school council;\n3. The requirements for recordkeeping by the school council;\n4. The procedure for appealing a decision of the school council;\n5. The procedure for a school to obtain a waiver of the requirements of regulations of the board of trustees or the State Board;\n6. A method for determining the progress of a pupil in a program of school-based decision making;\n7. A method for reporting the progress of a pupil to the pupil, the pupil’s parents or guardians, the board of trustees and the State Board;\n8. Plans for improving the schools within the district;\n9. A method for allocating money to schools that have adopted a program of school-based decision making and for the administration of the budget of the school district; and\n10.
