Except as otherwise provided in subsection 2, any involuntary transfer or reassignment of an unlicensed employee must be based on assignment and seniority and may not be made as a form of discipline.\n2. An unlicensed employee may be reassigned for less than 30 days in response to temporary requirements for work.\n3.
