To the extent that money is available from legislative appropriation or otherwise, a regional training program must pay:\n(a) The salaries and travel expenses of staff and other personnel necessary to the operation of the program;\n(b) Related administrative expenses; and\n(c) The costs incurred to acquire equipment and space to operate the program.\n2.
