The Department shall prepare and make available for public inspection a report of its projects for the construction and maintenance of highways. The report must include:\n(a) A description of the Department’s work in progress and its proposed projects;\n(b) The cost of each project, including the anticipated cost for:\n(1) The acquisition of rights-of-way;\n(2) Design and engineering; and\n(3) Construction; and\n(c) The estimated starting dates for each project and the components of each project.\n2. The report must be revised every 6 months to indicate any change in the cost of a project or the component of a project, and any change in the starting or completion date of a project.\n3.
