The Department shall develop an educational program concerning bicycle and pedestrian safety which must be:\n(a) Suitable for children and adults; and\n(b) Developed by a person who is trained in the techniques of bicycle and pedestrian safety.\n2. The program must be designed to:\n(a) Aid bicyclists in improving their riding skills;\n(b) Inform bicyclists and pedestrians of applicable traffic laws and encourage observance of those laws; and\n(c) Promote bicycle and pedestrian safety.\n3.
