The written plan to mitigate the impact of an emergency or disaster required by paragraph (a) of subsection 4 of NRS 414.040 must, without limitation, prescribe a process to:\n(a) Identify and evaluate hazards;\n(b) Conduct vulnerability assessments with respect to a hazard identified pursuant to paragraph (a); and\n(c) Mitigate a hazard identified pursuant to paragraph (a).\n2.
