The written plan to respond to emergencies or disasters required by paragraph (a) of subsection 4 of NRS 414.040 must, without limitation:\n(a) Describe the roles of state agencies, local governments, Indian tribes or nations and private organizations, including, without limitation, volunteer organizations, during an emergency or disaster;\n(b) Describe the primary mechanisms for providing assistance at the state level during an emergency or disaster; and\n(c) Describe the policies, processes, procedures, roles and responsibilities that state agencies carry out before, during and after an emergency or disaster.\n2.
