While an emergency declaration is in effect, the Office may by order limit, restrict or otherwise regulate:\n(a) The duration of practice by volunteer health practitioners;\n(b) The geographical areas in which volunteer health practitioners may practice;\n(c) The types of volunteer health practitioners who may practice; and\n(d) Any other matters necessary to coordinate effectively the provision of health or veterinary services during the emergency.\n2. An order issued pursuant to subsection 1 may take effect immediately, without prior notice or comment, and is not a regulation for the purposes of chapter 233B of NRS.\n3.
