Any person who violates any regulation or order issued by the Governor pursuant to this chapter is guilty of a misdemeanor.\n2. In addition to any other penalties which may be imposed pursuant to this section, any person who violates any such regulation or order issued by the Governor is liable for a civil penalty of not more than $1,000.\n3.
