The Administrator must:\n(a) Be selected on the basis of his or her training, experience, capacity and interest in public assistance.\n(b) Have not less than 3 years of demonstrated successful experience in the administration of a public agency, with responsibility for general direction of programs of the public agency and determination of policies for the implementation of programs of the public agency, or any equivalent combination of training and experience.\n(c) Possess qualities of leadership.\n2.
