The Chief of the Program for the Enforcement of Child Support of the Division or the designee of the Chief may enforce a court order for the support of a child against the parents of a noncustodial parent of a child if:\n(a) The custodial parent and noncustodial parent of the child are both less than 18 years of age; and\n(b) The custodial parent of the child is a member of a household that is receiving benefits.\n2.
