The Director shall establish and administer a program through which a person may donate money to provide health insurance for a child whose parents or guardians are not able to provide such insurance.\n2. The Director shall, by regulation:\n(a) Establish a standard of eligibility for the enrollment of children in the program; and\n(b) Specify the benefits which must be provided in the policy of health insurance.\n3.
