A field administrator:\n(a) Shall ensure that mail from a parent, guardian or attorney of a client is delivered to the client as promptly as the circumstances and location of the client allows.\n(b) May restrict a client from sending any mail during the first 3 weeks of the client’s participation in the program.\n(c) Shall not restrict a client from sending any mail if the client has participated in the program for more than 3 weeks.\n(d) May require a client to open mail in the presence of a member of the staff and shall confiscate any contraband contained in the mail.\n2.
