The Division may bring an action in the name of the State of Nevada to enjoin any natural person, a partnership, firm, corporation or association, including, without limitation, a nonprofit organization, or a state or local government or agency thereof from providing jobs and day training services:\n(a) Without first obtaining a certificate from the Division; or\n(b) After the certificate has been revoked or suspended by the Division.\n2.
