The Administrator shall adopt regulations:\n(a) For the care and treatment of persons with intellectual disabilities and persons with developmental disabilities by all state agencies and facilities, and their referral to private facilities;\n(b) To ensure continuity in the care and treatment provided to persons with intellectual disabilities and persons with developmental disabilities in this State; and\n(c) Necessary for the proper and efficient operation of the facilities of the Division.\n2.
