Unit or subunit operated by the Division for the care, treatment and training of consumers.\n2. Hospital, clinic or other institution operated by any public or private entity, for the care, treatment and training of consumers.\n3. Partnership, firm, corporation or association, including, without limitation, a nonprofit organization, or a state or local government or agency thereof that enters into a contract with the Division for the care, treatment and training of consumers.
