A consumer or the consumer’s legal guardian must be:\n(a) Permitted to inspect the consumer’s records; and\n(b) Informed of the consumer’s clinical status and progress at reasonable intervals of no longer than 3 months in a manner appropriate to his or her clinical condition.\n2.
