The Department may:\n(a) Formulate, adopt and administer, through the State Board of Health and the Division, a detailed plan for the purposes specified in NRS 442.130.\n(b) Adopt, through the State Board of Health, regulations necessary for the administration of the plan and the administration of NRS 442.130 to 442.170, inclusive.\n2.
