Through the Administrator of the Division:\n(a) Enter into agreements, contracts or cooperative arrangements with other state agencies, federal or interstate agencies, municipalities, local health departments, educational institutions or other organizations or persons.\n(b) Accept financial and technical assistance from the Federal Government, other public agencies or private contributors.\n2.
