Except as otherwise provided in subsection 2, plans and specifications for any substantial addition to or alteration of a public water system subject to a regulation of the Commission must be submitted for review and approval to:\n(a) The Division; or\n(b) The district board of health, if designated pursuant to NRS 445A.853.\n2. A public water system is not required to submit any plans and specifications if the addition or alteration complies with standards previously approved by the Division or the district board of health, if designated pursuant to NRS 445A.853.\n3.
